The vine plants tried to resist by killing more people. As long as they use the blood to heal, not grow, they won’t be in violation of the first rule and will be able to continue to survive.
This move won’t solve their main problem, as the second rule is still killing them. But it will give them time to come up with a solution.

Legion doesn’t dare say that it is impossible to make a plant immovable, but they are sure that it is impossible to make every plant in the world immovable. If it were possible, then it would be possible for a noble to make it impossible for anyone to harvest plants or do anything to plants that requires moving them.
Nobles have to be reasonable in their rules. Even if something is possible for them to do, they still have to find a quicker and more efficient way to achieve it.
For example, it is more efficient to turn the blood in carnivorous plants to fire or forbid carnivorous plants in the city than it is to order the plant vines to drop dead and die instantly.
Both rules will eventually lead to the same thing, but they will cost less energy to achieve it. So it is more efficient for them to set the rules that way. If the vine plant dies because of those rules, then it will be because it is lacking.
All of these shortcomings mean that nobles can’t just order Legion to die. Even if the legendary nobles do so, they are undying, so they will be able to resist better than a killer.
Maybe if the plant vines were legendary killers, they would be able to resist the rules. But they were at most at the rank 6 level. So they were doomed to die.
But Legion wasn’t sure that things would end like this. Legion-6 said, “It shouldn’t be news that Reinfield City has legends, and this shouldn’t be the first time that the legends have clashed with the beasts, so the beasts have to have more up their sleeves, or they weren’t trying to be victorious at all.”

Just as they were waiting and watching, they heard someone laughing. The laughter came from the direction of the forest.
The person laughing then said, “I guess this is it. You’ve got me. Checkmate.”
Then the four vine plants exploded in a flash of bright red light. The four vine plants were committing suicide. This should make everyone relax, but no one who witnessed the scene could relax. All anyone could feel was immense existential dread.
Even Legion, who was looking at the scene through the eyes of their slaves, felt residual dread. They were so afraid that they instinctively activated their ultimate technique, Invulnerable.
They did so because they sensed a life-defining moment that they were unlikely to survive if they were affected by it. Everyone else felt this, including the noble legends.
Just after the four vine plants exploded in a red light, the red light that they produced collapsed into a single point. That single red point of energy then shot towards a legend.
It all happened so fast that it was like red lightning shot at the legends. Even so, the legends still reacted to the danger.
