Reincarnated as an Energy with a System - Chapter 1794: Decision

Chapter 1794: Decision
The word of Shara’s victory against the other 3 candidates spread like wildfire. It wasn’t even 10 minutes later that the city knew of the event and the victor.
“Cheers for Princess Shara!”
“Long live Princess Shara!”
The people of the city began chanting her name, the town square growing rowdy with cheers and jovial shouts.
It had become clear now that Shara was going to become the next Empress of the empire.
Ning and the rest moved immediately, acting on behalf of Shara. They gathered the remainder of the individuals in the palace, taking them under arrest. They promised no harm would come to them, so long as the soldiers left the empire without harming anyone.
The order was given, and soon every single soldier who had come here had to go back.
The soldiers were tired. Having to walk all this way for so many days, to fight throughout the night when they should’ve been resting, only to have to return the very next day.
They had lost so much; so many allies. And yet they were giving up just like that. Their morale was at an all-time low.
Once the soldiers left the city, along with some scouts to keep watch of what they did along the way, the rest of them began rebuilding the city. That which had been taken over by the soldiers was given back, that which had been destroyed was rebuilt.
People who had nowhere to go were given shelter. Those with nothing to eat were given food.
Help came to everyone who needed it.
Matthew was the highest authority at this point under Shara, so he gave orders on what to do for everyone. Soon, he sent out people to other towns to spread the news and help them get what they needed.
Soldiers scattered all around the empire returned to their capital, along with many others that were at the top of the hierarchy. The army generals and council members that had survived came to visit Shara, who now lived in the palace.
“What will happen to us now that you have decided to become an Empress,” the men asked. “Will you be rid of us? Will we be thrown out?”
Shara looked at the people in her hall, each one with hidden anger and fear. She supposed she could understand their thoughts.
“I have no intention of doing any of that,” Shara said. “This is your nation, so you will still very much be a part of it. You will even be a part of the next regime who shall make the decisions for the people.”
Those that were there were surprised to hear that.
“What… what do you mean?” one of the councilmen asked.
“I will be your Empress, but I shall not be the sole decision-maker of this place,” Shara said. “I wish to appoint a council with 7 members in total, each one of which will have a say in whether any law should pass or not.”
They all looked surprised to see Shara saying such things.
“You… want to give us the power to make decisions for the Empire?” one of them asked.
“Emperor Valhador failed because he was the sole power, was he not? He was out of contact with his people. He didn’t understand how difficult it was for them. He did whatever he wanted to, even going so far as to ruin the lives of his people. That was the main reason why he was overthrown and executed, was he not?”
Everyone nodded.
“I don’t want such a history to repeat itself. Should there be a ruler on the throne with intentions that did not favor its citizens, I wish there to be a force that can counter my decisions.”
Everyone, including Ning and Matthew, were surprised. They had not told Shara about this section. She had come to this decision herself.
“The council will have 7 members, which will count for 7 total votes. I shall count for 3 votes in total. For every decision we make, there must be 8 votes in total.”
“No changes can be made without the law going through me first, but at the same time, no changes of mine shall go through as well, without at least 5 of the 7 council members agreeing to my changes as well.”
Everyone looked favorably upon the decisions. But there were a few other issues with that.
“We used to have so many council members before,” someone said. “Should we really just use 7 others?”
“There will be people below the 7 making decisions for them as well,” Shara said. “Similar to me and the 7 council members, each council member will get 7 subordinates, each one of whom will have a say in the changes.”
“And similarly, the council member will get 3 votes, while the others get 1 each. They shall collectively decide how that council’s vote will work.”
“Does that help you calm down?” Shara asked. “Or would you like to suggest some other changes?”
No one really wanted anything else out of that conversation. They had gotten what they had wanted all throughout.
Once the decision was made, the empire slowly started spreading the message of Shara’s decision. That helped her become better in so many eyes. There were still people who did not trust her, but there would always be those sorts of people.
The decision was soon made to split the empire into 8 parts in total, of which the capital would be its own section. Every other section would have a single council member, along with 7 subordinates.
With that decided, everyone began preparing for an election.
At the same time, Shara prepared for the coronation. She had done everything, but she had yet to become the Empress.
That was the one final task that remained.
She wanted to push it back until the people of the empire were free from the troubles of war, but that was not something that could so easily be left behind.
Since the effects of war would follow them for a while, they decided to hold a coronation for Shara as soon as possible.
