For several seconds, the prompt remained suspended in front of Arin.
«CIVILIZATION AUTHORITY AVAILABLE.
CLAIM?»
He closed it.
Again.
The System reopened it almost immediately.
«CIVILIZATION AUTHORITY AVAILABLE.
CLAIM?»
Arin stared at the words.
Then swiped them away a second time.
"No."
This time, the prompt did not immediately return.
Lucan looked at him as though he had just watched someone throw a crown into a river.
"You do understand what that is, don’t you?"
"Not completely."
"Exactly."
Arin looked toward him.
"Which is why I’m not touching it."
Lucan opened his mouth.
Stopped.
Then looked toward Elara.
"Is he always like this?"
Lyra answered before their mother could.
"Yes."
Arin ignored them.
Around him, Ark Prime had become chaos.
Not uncontrolled chaos.
But close.
Thousands of preserved residents were awake now.
Some stood beside opened pods staring at the chamber in silence. Others were crying. Medical drones moved constantly between them. Translation speakers repeated instructions in dozens of languages.
Several children refused to leave their pods.
A group of scaled adults had formed a defensive circle around three younger members.
Two winged women were demanding to know where something called Nursery Steward Six had gone.
An elderly man had apparently decided Arin was lying and was shouting that Founders did not wear "primitive combat shells."
Arin didn’t even know how to answer that one.
Good.
This was real.
Messy.
Human.
Or close enough.
More importantly, none of it required Civilization Authority yet.
"EVE."
"Founder."
"Status by sector."
Her eyes flashed.
"Approximately sixty-one percent of awakened residents are medically stable."
"Meaning?"
"Capable of walking without direct assistance."
"Good."
"Twenty-seven percent require observation."
"And the rest?"
"Twelve percent require medical treatment of varying levels."
Nearly fifteen hundred.
Arin frowned.
"That’s higher than your estimate."
"Several pods suffered preservation degradation."
"Prioritize children and critical organ failure."
Elara looked toward him.
Arin caught it.
"What?"
"Nothing."
"You’re doing the same thing EVE does."
Her weak smile appeared.
"You sound like someone who has done this for years."
"I’ve been doing it for days."
"That’s worse."
Arin ignored the comment.
"Lucan."
The older brother looked toward him.
"Security teams spread farther back."
"They already are."
"Not enough."
Lucan frowned.
"Why?"
Arin pointed toward the crowd.
"People are watching the drones instead of listening."
Lucan looked.
He saw it.
The security units weren’t threatening anyone.
But they were visible.
Too visible.
A child flinched every time one rotated.
Lucan sighed.
"I hate when you’re right."
"Keep hating it while moving them."
Lucan left.
Arin turned toward Lyra.
She was staring at a little girl sitting beside an opened pod.
The child looked perhaps seven.
Blue-gray skin.
Small horns near her temples.
No one stood beside her.
Lyra tugged on Arin’s hand.
"Can I go?"
Arin looked toward the girl.
Then at the medical status indicator above her pod.
Stable.
No warning.
"Stay where I can see you."
Lyra nodded.
She walked over.
Arin watched.
She didn’t immediately speak.
Didn’t touch the girl.
She sat on the floor a short distance away and placed Mr. Buttons between them.
The horned girl stared at the stuffed rabbit.
Lyra pushed it halfway across the floor.
The girl looked at her suspiciously.
Then at the rabbit.
Then slowly reached for it.
Arin looked away before Lyra noticed him watching.
Good.
She had that handled.
"Founder."
A-01 stood beside him.
"What?"
"Claim delay is creating system uncertainty."
"Good."
The Officer tilted its head.
"Good?"
"It means the System doesn’t know what I’m going to do."
"Uncertainty reduces efficiency."
"It also prevents automatic decisions."
A-01 processed that.
Then:
"Statement partially valid."
Arin almost smiled.
"How dangerous is Civilization Authority?"
The Officer went still.
There.
That reaction mattered.
"Define dangerous."
"Can claiming it kill me?"
"Possible."
"Can it alter my mind?"
"Possible."
"Can it overwrite Family Authority?"
"Possible."
"Can it activate dormant systems without my permission?"
"Yes."
That last answer came immediately.
Arin’s expression hardened.
Lucan had returned in time to hear it.
"That seems important."
"Very."
Elara looked toward A-01.
"What did previous Founders experience after claiming it?"
The Officer paused.
«RECORD ACCESS RESTRICTED.»
Arin sighed.
"Naturally."
Elara’s face tightened.
"I remember fragments."
Everyone looked toward her.
Arin stepped closer.
"Only if it doesn’t trigger Seraphine."
"It shouldn’t."
"Shouldn’t isn’t useful."
Elara touched the medical bracelet around her wrist.
EVE scanned.
"No Administrator activity."
Arin nodded.
"Go."
Elara looked across Ark Prime.
"Cael claimed Civilization Authority."
Lucan’s expression changed.
Arin waited.
"He was not the first."
"How many?"
"I don’t know."
"Fine. What happened to him?"
Elara’s eyes became distant.
"He changed."
Arin’s jaw tightened.
"How?"
"At first, subtly."
She looked toward the opened pods.
"He stopped sleeping."
"System effect?"
"Maybe."
"He stopped eating unless someone reminded him."
Arin thought of himself skipping meals.
Lyra would definitely weaponize that information.
Elara continued.
"He began hearing the city constantly."
EVE’s expression changed.
"What does that mean?"
"Every request."
Her voice grew quieter.
"Every alarm."
"Every person."
Arin looked across twelve thousand newly awakened residents.
That alone sounded unbearable.
"At once?"
"Eventually."
Lucan crossed his arms.
"And he survived?"
"For a while."
"For a while isn’t encouraging."
Elara shook her head.
"That’s not what frightened me."
Arin’s eyes narrowed.
"What did?"
"He stopped saying ’I.’"
Silence.
Even the noise of Ark Prime seemed to recede for a moment.
Arin looked at her.
"Explain."
"Cael would say things like..."
She hesitated.
"’We require more energy.’"
"’We cannot allow migration.’"
"’We must preserve the population.’"
Lucan frowned.
"That could simply be leadership."
"No."
Elara looked at him.
"He meant Elysium."
Not himself.
Arin understood.
The city and Founder had begun blending.
"How long after claiming Authority?"
"I don’t know exactly. I was young."
Guardian Zero’s earlier memory came back.
Cael before he became tired.
A-01 spoke.
"Civilization Authority establishes deep Founder integration with city systems."
Arin looked at it.
"Define deep."
"Command perception. Infrastructure awareness. Population monitoring. Distributed decision support."
"Mind sharing?"
"Terminology inaccurate."
"Close enough?"
A pause.
"Yes."
Lucan swore.
Arin looked toward the prompt area where the claim option had appeared.
No.
Absolutely not.
Not without understanding how to stop integration.
"Can it be claimed partially?"
A-01 answered.
"Historical protocols: no."
"Can it be redesigned?"
"Unknown."
Arin smiled faintly.
Lucan saw it.
"Oh no."
"What?"
"That’s your ’I found a problem I want to rebuild’ expression."
"I don’t have an expression for that."
"You absolutely do."
Arin looked toward EVE.
"Add Civilization Authority to the Covenant review."
EVE nodded.
"Already done."
Good.
He liked her more every day.

The first relocation began forty minutes later.
Five hundred residents.
Exactly as Arin had originally planned before the forced awakening ruined the schedule.
Not everyone wanted to go.
That was expected.
Some refused to leave Ark Prime until family members were located.
Others insisted their assigned homes were temporary prison sectors.
Several ancient residents demanded to speak directly to Cael.
One demanded Seraphine.
That request caused nearby people to recoil.
Arin noticed.
He approached the man.
Human.
Perhaps fifty.
Silver markings covered his forearms.
"Why do you want Seraphine?"
The man looked at Arin’s armor.
Then at the silver tree on his Authority Band.
"You are Fourteen."
"Apparently."
"Where is Administrator Seraphine?"
"Hostile."
The man’s face went pale.
"Hostile?"
"Yes."
"You classified an Administrator hostile?"
"Yes."
He stared.
Then laughed.
Not mockingly.
In disbelief.
"You’re insane."
"I’ve heard that."
The man’s eyes moved around.
"Then Thirteen failed."
"Cael is alive."
The man stopped.
"What?"
"Alive."
"Impossible."
"Popular word today."
The man grabbed Arin’s forearm.
Security drones reacted instantly.
Arin raised one hand.
No attack.
"Where is he?"
"Sublevel Nine."
The man’s expression filled with fear.
Not relief.
Interesting.
"He returned there?"
"He was imprisoned there."
The man released him.
"No."
"Yes."
"By who?"
"Himself."
The man stared.
Then whispered:
"He remembered."
Arin’s eyes sharpened.
"What?"
The man looked around nervously.
People were listening now.
Arin stepped closer.
"What did Cael remember?"
The resident swallowed.
"Prime Fall."
Elara went completely still behind him.
Arin noticed.
"You know that term?"
She whispered:
"Yes."
The man looked toward her.
Then froze.
His face lost all color.
"Elara."
She stared back.
"I don’t remember you."
The man fell to one knee.
Not in worship.
Shock.
"Preservation Daughter."
Arin’s expression hardened.
"Stand."
The man looked toward him.
"Founder—"
"Stand."
He did.
Good.
Arin hated people kneeling without a reason.
"Name."
"Tavian."
"Who are you?"
"Prime logistics."
"Useful."
Tavian blinked.
Arin continued.
"What was Prime Fall?"
His face tightened.
Elara looked away.
Tavian took a breath.
"The day the Nurseries were sealed."
"Why?"
"No one told us everything."
"Tell me what you know."
Tavian looked toward the opened pods.
"The Founders had divided."
"How?"
"Some wanted immediate Ark activation."
"To save civilization."
"Yes."
"And others?"
"Wanted permanent closure."
Lucan had joined them now.
"Why?"
Tavian looked toward him.
Then at Arin.
"Because the Ark signal had been answered."
Silence.
Arin’s expression did not change.
"Answered by what?"
Tavian shook his head.
"We never learned."
"Did anything arrive?"
"Yes."
Elara closed her eyes.
Arin looked toward her.
"You remember."
"Parts."
Tavian continued.
"The sky changed first."
Guardian Zero had said the sky broke.
"Then communications outside Elysium stopped."
"What about the other Ark sites?"
"Some disappeared."
"Destroyed?"
"No."
Tavian’s voice shook.
"Disappeared."
Lucan frowned.
"Entire cities?"
"Yes."
Arin did not like that.
At all.
"Then Cael sealed Prime."
Tavian nodded.
"Against Seraphine’s order."
There.
Again.
"Seraphine wanted it open."
"Yes."
"Why?"
Tavian looked confused.
"She said preservation required expansion."
Of course she did.
Another utilitarian explanation.
More lives.
More access.
More risk.
"Cael disagreed."
"He said something was using the Ark network."
Arin’s pulse shifted.
"Using how?"
"I don’t know."
Tavian shook his head.
"Then the Purge began."
"Memory?"
"Everything."
His face became hollow.
"Records. names. permissions."
Elara whispered:
"People."
Tavian looked at her.
"Yes."
Arin stared.
"People were purged?"
No answer.
That was answer enough.
His expression became cold.
"How many?"
Tavian swallowed.
"Thousands."
Lyra had returned quietly.
She was now holding the horned girl’s hand.
Arin saw her face.
He controlled his own reaction.
Not here.
Not in front of twelve thousand people who had just awakened.
"We’ll discuss this elsewhere."
Tavian nodded immediately.
"Founder."
Arin looked at him.
"No kneeling."
Tavian blinked.
"I didn’t—"
"Future reference."
Lucan coughed into one hand.
Arin ignored him.
Then the System interrupted.
«RESIDENTIAL DISTRICT THREE:
POPULATION TRANSFER COMPLETE.
INCIDENTS:
17 MINOR.
ZERO FATALITIES.»
Good.
Real progress.
Then:
«CIVILIZATION AUTHORITY AVAILABLE.
CLAIM?»
Arin closed it.
Tavian saw.
His eyes widened.
"You rejected it."
"Yes."
"You rejected Civilization Authority."
"Yes."
"Why?"
Arin looked at him.
"Because I don’t understand it."
Tavian stared.
That seemed to shock him more than anything else.
"Thirteen claimed it immediately."
Elara looked down.
Arin nodded.
"That appears to have gone badly."
Tavian actually laughed.
A nervous, broken sound.
Then he looked around.
Others had heard.
Whispers spread.
Founder Fourteen rejected Civilization Authority.
Arin could almost see the rumor moving.
Good or bad?
Unknown.
He didn’t care yet.
A young scaled woman stepped forward.
"You can reject the System?"
Arin looked at her.
"Apparently."
"Founders weren’t supposed to."
"So I’m learning."
Another voice:
"What happens if you never claim?"
"No idea."
A winged man asked:
"Then who commands civilization systems?"
"Currently?"
Arin looked toward EVE.
"Mostly her."
EVE blinked.
The crowd looked at her.
She gave a small bow.
"Temporary administrative continuity."
Arin looked at her.
"You sound pleased."
"I am experiencing professional validation."
Lucan laughed.
The tension eased.
Good.
Arin raised his voice enough for those nearby.
"Listen."
The crowd quieted gradually.
"I know many of you want answers."
More faces turned.
"So do I."
That surprised them.
"I don’t know what happened to your families."
A child began crying again.
"I don’t know what happened to the world you remember."
Silence.
"I don’t know why some records were purged."
Arin looked toward Tavian.
"Or why some of you were left asleep this long."
He paused.
"But I’m not going to make things up to sound more impressive."
That got their attention.
"For now, you need food."
Someone laughed weakly.
"Water."
Another voice murmured agreement.
"Medical checks."
He looked toward the residential doors.
"And sleep that isn’t inside a glass box."
Several people smiled.
Tiny.
Enough.
"Tomorrow, we start records."
EVE looked toward him.
Arin continued.
"Names. Families. occupations. languages. medical conditions. Everything you remember."
Tavian’s expression changed.
"Rebuilding the archive."
"No."
Arin shook his head.
"Building a new one."
That mattered.
He could see it in their faces.
Not restoring the system that failed them.
Something new.
"Nothing gets deleted because an Administrator dislikes it."
A murmur spread.
"Nothing gets changed without records."
EVE’s eyes flashed.
"Founder, that aligns with Covenant archive principles."
"Good."
Someone shouted:
"What Covenant?"
Arin stopped.
Too early?
Maybe.
Then he decided.
These people had lived beneath authority systems that treated them as assets.
If he wanted different rules, they deserved to hear them.
"A set of rules I’m building."
"What rules?"
Arin answered simply.
"No one owns the people House Elysium protects."
The chamber went quiet.
He continued.
"No automatic memory purges."
Some people visibly reacted.
"No one becomes expendable because a System decides it’s efficient."
Tavian stared.
"No Founder stands above the purpose of the House."
That caused the biggest reaction.
Whispers.
Shock.
Confusion.
One man shouted:
"Then who is above the Founder?"
Arin looked toward him.
"No one."
The man frowned.
"That’s contradiction."
"No."
Arin pointed toward the residents.
"The rules are."
Silence.
Lucan stood behind him with a faint smile.
Elara looked close to tears.
EVE looked almost proud.
Arin disliked all three reactions and ignored them.
"The Covenant isn’t active yet."
He continued.
"It still needs work."
A woman called:
"Who decides that?"
Arin answered:
"Currently me."
Several people laughed.
Fair.
Arin raised one hand.
"But eventually?"
He looked across the crowd.
"Not just me."
That changed the atmosphere.
Arin realized something.
The Civilization Trial had tested whether his city could function without him.
Now House Elysium itself needed the same lesson.
Not immediately.
But eventually.
Councils.
Resident representation.
Family.
Keeper systems.
Founder.
A structure.
Not one person.
Civilization Authority suddenly felt even more dangerous.
It offered the opposite.
Integration.
Centralization.
Everything through him.
No.
He wasn’t taking it.
Not in its current form.
A-01 approached.
"Founder."
"What?"
"Your rejection has triggered a Legacy decision."
Of course it had.
Arin sighed.
"Show me."
A black-and-white System window appeared.
«CIVILIZATION AUTHORITY CLAIM DEFERRED.
ALTERNATIVE PATH DETECTED.
CONDITION:
ESTABLISH A FUNCTIONING CIVILIZATION WITHOUT CLAIMING DIRECT CIVILIZATION INTEGRATION.
REWARD:
UNKNOWN.
DIFFICULTY:
EXTREME.»
Lucan read it over his shoulder.
"You’re going to choose that."
"Yes."
"You didn’t even think."
"I already did."
Elara looked toward him.
"Arin, that path may never have been completed."
"Good."
She frowned.
"Why is that good?"
"Less chance Seraphine already knows how to control it."
That shut everyone up.
A-01 processed.
"Logic valid."
Arin selected:
«ACCEPT ALTERNATIVE PATH.»
The System trembled.
Not the chamber.
The System.
Every screen flickered.
Then:
«DIRECT CIVILIZATION AUTHORITY:
LOCKED BY FOUNDER CHOICE.
ALTERNATIVE DESIGNATION:
DISTRIBUTED CIVILIZATION PATH.
FIRST OBJECTIVE:
ESTABLISH RESIDENT GOVERNANCE.
TIME LIMIT:
NONE.»
Arin smiled.
No deadline.
Finally.
Then EVE’s expression changed sharply.
"Founder."
Arin’s smile vanished.
"What?"
"External perimeter contact."
"Hostile?"
"Unknown."
"Number?"
"One."
Lucan looked tired.
"Another ancient relative?"
Arin ignored him.
"Visual."
A projection opened.
Outer boundary.
A single man stood beyond the concealment field.
Not Roland.
Not Valerius.
Not Hollow Crown.
He wore ordinary travel clothes.
No armor.
No weapon visible.
A large backpack rested over one shoulder.
He looked perhaps thirty.
Dark skin.
Shaved head.
And in one hand—
He held a smartphone.
Arin stared.
A smartphone.
Not an imitation.
Not magical crystal technology.
A real-looking Earth smartphone.
The man tapped the screen.
Looked toward the hidden valley.
Then raised his head.
Straight toward the invisible security lens.
He smiled.
And spoke in perfect modern English.
"Okay."
Arin went completely still.
The man continued.
"If whoever owns the sci-fi city can hear me..."
He raised both hands.
"...I’d really prefer not to get shot."
Lucan frowned.
"What language is that?"
Arin didn’t answer.
His heartbeat had changed.
The stranger looked toward the hidden valley again.
Then said four words Arin had not expected to hear in this world.
"I’m from Earth too."
