Empire Rising: Spain

Chapter 402 - 217: Military Cadets and College Students (Part 2)

On the busiest streets of Madrid, the government has built a large number of public restrooms, ensuring that citizens have a place to relieve themselves rather than quietly using street corners.

To ensure that citizens do not pollute the streets, the Madrid City Government has also implemented penalties. Once caught, offenders will be fined, and in severe cases, might even face imprisonment.

To encourage the citizens of Madrid to use public restrooms, Carlo has mandated that public restrooms in Madrid should be free of charge. Whether they are citizens of Madrid or tourists, all can use public restrooms for free.

Although doing so has increased the expenses of the Madrid City Government, it indeed motivated the citizens to use public restrooms more willingly.

If public restrooms charged a fee, citizens would surely be reluctant to use them, and they would naturally disobey the decrees issued by the Madrid City Government and quietly relieve themselves on street corners.

Carlo was not heading to the most bustling Gran Vía of Madrid but to the newly developed area in the northern part of Madrid City.

Compared to the city center, this area is newly expanded and is more prone to many issues.

Heading north from San Bernardo Street and passing Saint Christopher Church, one arrives at the new district of Madrid.

Compared to the older district in the South, this area appears somewhat desolate. It’s a key settlement area for immigrants by the Madrid City Government and a crucial area for development by Spain.

West of the church, a road runs straight to the northwest part of Madrid City. On this newly developed land, there are not only important research institutions like the Royal Spanish Academy of Sciences but also important universities like the Royal Spanish Science Academy, Madrid Medical College, and Madrid Royal Military Academy.

Carlo’s future plan is to build a large university city in this area and simultaneously develop the surrounding land.

One advantage here is the proximity to Madrid’s train station, and it’s at some distance from the most bustling streets of the city center, making transportation relatively convenient.

Of course, it’s not too far from the city center either, which is why the Madrid City Government regards this as the new district.

Carlo’s destination is the university city in the northwest of Madrid, since it’s already nearing July, and it’s soon the graduation time for this year’s university students.

Each year, Carlo participates in the graduation ceremony of the Royal Military Academy graduates, considering Carlo is the honorary president of the Military Academy, and these graduates will become the backbone of the Spanish Army in the future, making it very important to value them.

As long as Carlo can earn the goodwill of these military academy graduates, the title of honorary president of Carlo Military Academy can play a significant role, potentially even influencing the army.

But if he fails to gain the goodwill of these military academy graduates, even being a full president of the academy wouldn’t amount to much.

Therefore, Carlo participates in the Royal Military Academy’s graduation ceremony each year, delivering speeches to encourage these newly graduated military academy graduates and personally conferring ranks to some outstanding graduates among them.

It takes only a day for Carlo, but the actual effects are very evident. The Royal Military Academy has produced a large number of graduates thus far, some of whom have already received military rank promotions.

These graduates hold Carlo in great respect and admiration; in fact, quite a few hold a fervent admiration for Carlo.

The main reason for this is the ideological education courses introduced by Carlo at the academy, which have had very positive outcomes, but it’s also related to Carlo’s usual actions.

Could the citizens possibly not admire a king who cares about the income of the common people and sympathizes with their hardships?

No matter the country, the demands of the common people are actually quite simple: to be well-fed, well-clothed, and to have a good life.

Currently, in Spain, being well-fed and well-clothed can be largely realized. Although issues like food safety still exist, it’s certainly improved significantly compared to before in Spain.

In such circumstances, the people have nothing but admiration for the current Spanish Government and King Carlo, which is also why these military academy graduates are exceedingly loyal to Carlo.

Since its establishment, the Madrid Royal Military Academy has produced over 400 excellent military academy graduates for Spain each year.

This year marks the seventh year, and there are still over 400 military academy graduates this year.

Counting the graduates who are about to finish this year, the Royal Military Academy has already produced over 3,000 potential officers for Spain.

Currently, most military academy graduates, upon entering the army, can attain the position of platoon leader; only a few graduates can only temporarily serve as deputy platoon leaders due to insufficient positions.

But this is good news too; when Spain needs to expand its military in the future, these officers serving in deputy roles can quickly transition to the main roles without needing too long to adapt before undertaking their duties.

With the Royal Military Academy continually training officers, the Spanish Army has already replaced half of its platoon and company-level officers.

Most of Spain’s officers currently have received military academy education. Although it cannot be guaranteed that all platoon and company leaders are excellent military talents, it can at least ensure their military competence meets the standard.
