They didn’t exactly lose; the plaque was granted, but at the meeting they were nagged and lectured by others, as if the only reason they got it was because of the two characters "Guoxie." How could they possibly feel good hearing that.

Chang Jiawei figured it out and said he was stupid, letting his old classmate run circles around him: "Since they had you go to the meeting, there was no way they weren’t going to give you the plaque."

Hospitals that weren’t in the plan to be designated would never be called to that meeting. Meaning, the formal notice of designation had in fact long since been sent to the leadership of each hospital. This special municipal meeting wasn’t a command meeting summoning hospital leaders; it was an invitation for the most renowned technical specialists from major hospitals in the city to gather for a technical seminar.

The city needed to listen to and reference the specialized technical opinions provided by these elite doctors, to make fine adjustments and more scientifically sound arrangements for the upcoming overall planning.

At the meeting, everyone spoke freely and aired their views, so you couldn’t possibly avoid inter-hospital rivalry and direct clashes. Those satirizing and criticizing Guoxie were definitely not the officials, but their competitors.

Fu Xinheng didn’t think he was playing his old classmate; the competition he himself had to face was terrifying.

Within the same subzone, Guoxie was designated together with Beidu First and the General Hospital of the Ministry.
