This kind of place is usually referred to as ’Black Street’ by industry insiders, a standard feature of most medium to large population gathering places, belonging to a gray area that borders black and white and may lean more towards black.
In rural backwaters like Stacked Rock City, the function of ’Black Street’ is mainly replaced by the Thief Guild; a neutral large population gathering place like Anka Market has a whole two blocks of ’Black Street’, and its scale is not insignificant; as for places like the City of Freedom... well, there is no so-called Black Street, but the city itself is a super-sized ’Black Street’.
In conclusion, every place must have some gray domains where filth can be hidden away, not even the Miracle City or the City of Light at the center of the Holy Church Union can escape this tradition.
And Academy City is naturally no exception. In fact, some Channeling colleges (mainly teaching knowledge about the domain of Necromancers) or Magician professional teachers and students often visit here, and although Toad Tail Alley is not large in scale, it can be considered fully equipped with everything needed and can satisfy most people’s needs.
