While the Flamewrath Demon’s line can follow conventional progress to become a Balrog Flame Demon, it can also ascend to unique demon forms, such as a Demon Hunter mastering Sacrifice and Flame Body, or even a branch of the Abyss Lord.
The latter has not been considered for now, as Duncan’s power does not yet allow for this.
For those higher demon forms, Duncan needs higher status and more Domain Laws to create them.
