The cleanup battery had seven seconds of emergency power left. Seraphina looked like she intended to spend all seven personally.

Mia reached the exposed group before the cannon finished rotating. She did not tell seventeen people to trust Jace. She told them exactly what she knew: the shield was down, the machine was targeting unprotected witnesses, and the nearest physical cover was the concrete stairwell twenty feet east. Twelve moved immediately. Three followed after seeing the first group go. Two refused to leave injured relatives.

The two who stayed were not irrational. One man had a wife with a broken ankle. The other refused to leave an unconscious stranger he had never met. Choice had produced a harder rescue problem, not a cleaner moral victory. Carter went back anyway.

That refusal mattered. The Safe Zone's whole argument about choice would have meant nothing if it vanished the instant the answer became inconvenient. Inside the barrier, Mia pulled another family away from the western entrance. She had stopped asking whether Jace was coming. Now she was making room for when he did. The cannon reached readiness. Seraphina reinforced the lattice. Her Free Accord panel flashed.

Mia heard them.

The cannon charged.

Mia stared at her.

Seraphina stopped. Across the broken street, Jace laughed once and regretted it immediately. Mia pointed toward him.

"See?"
