Maskbound: The Ultimate Hunter
Chapter 81 The Law Arrives Before Breakfast
The Directorate officers came through the shell's single opening at dawn. They arrived before Ossian could get a team down to the voice that had called him through the foundation.
They carried a national suspension order rather than a warrant. That meant they did not have to accuse the guild of anything to seal its work.
[Binding activity suspended by rival apex enforcement]
[Court expansion prohibited under territorial decree]
'The system calls a national legal order a territorial decree from rival enforcement,' Ossian read the screen while officers taped the binding-research wing closed. 'And the worst part is that neither word is wrong.'
Every permanent binding in the country was suspended that same night. The nightly news had run a Veil Court patient whose counterfeit mask tore itself apart on camera.
Three other counterfeit failures had been quietly buried across the quarter. The fourth happened in front of a news crew, and the country decided overnight that masks were the problem.
The news loop ran the patient's scream on a thirty-second cycle. Each repeat cut the footage one frame earlier, so the failure looked more sudden than it had been.
By morning, three guilds had publicly suspended their own binding programs to distance themselves from a word none of them could define.
One cancelled broadcast used the guild's shell footage as background, without asking, while calling mask work a public danger.
The officers sealed the research wing, the forge, the relic bench, plus the hatch to the buried frame. The guild stayed licensed to exist, but not to do the work it existed for.
The tape they used was city-issue, grey, printed along its length with a case number nobody would ever read.
Maelle watched the officers tape her forge with the face she gave a measurement she could not argue with. Her hammer went dormant on the bench for the first time since the medal.
An officer photographed the dormant hammer for the seizure file, then apologized for the photograph.
Tarek coiled Seamline rather than test the tape, knowing a seam stitched under suspension would read as binding work to any camera in the room.
Ione arrived twelve minutes after the officers, wearing her Directorate greatcoat with the mirror-silver eye catching the shell's pale light. Her case file had grown a second spine since the last visit, mostly with paper the guild had signed first.
She did not come as a friend, but as the investigator whose clean evidence kept The Unmasked out of a transport van.
"The consent records are the reason this guild is not in a van right now," Ione set her case file beside the suspension order. "Every binding has nine disclosed failures plus an independent witness, with clauses that predate this order."
'A month ago Ione was building a case to prove I make monsters, and today she is the only Directorate voice keeping the court intact.' Ossian watched her file lay the consent architecture over the seizure form.
'The system calls her a rival who switched packs, though for once I am glad it is wrong about the word.'
Paloma arrived with a catering licence she had filed at three in the morning, forty minutes before the suspension order hit the public register.
"The guild cannot bind, research, or sell relic work under this order," she laid the catering licence beside the seizure form. "But it can prepare and serve food for paid events inside its own licensed premises. Which is what the shell now is, in the eyes of the law."
The officers read the licence twice before accepting that a rehabilitation guild had become a catering operation at dawn. None of them could say so on their body cameras without sounding absurd.
Paloma had prepaid the licence fee with a personal card that traced to no guild account. The payment looked like catering until an auditor looked twice.
The shell was now legally a banquet hall with a sealed foundation and a restricted forge. A voice still waited under the floor, one the law refused to let anyone interview.
[Host has reclassified lair as a feeding establishment]
[Tribute now collected through meal service]
'The system called my guild a feeding establishment, and Paloma found a legal truth that makes the monster word accurate,' Ossian kept a flat face. 'We are a catering company that happens to house a court, where nobody may say the second part out loud.'
The licence kept the lights on and the staff paid while the binding wing stayed taped. It cost the guild the right to do anything the public had ever heard of The Unmasked for.
Bastien kept the kitchen ledger as he kept every ledger, counting meals served against staff housed. Those were the only numbers the order still let the guild move.
He logged the meals at cost like a porter logging crates, since nobody was profiting from breakfast.
Eighteen trainees ate breakfast under a catering licence that morning. Each meal was a legal act of keeping the court alive while its real work sat behind tape.
Cassia had not yet arrived, Tarek could not stitch under the order, and the voice beneath the foundation sat uninvestigated behind an officer's tape line. Nobody swept the hatch, so nobody official heard the name repeated.
'Rent money used to be the only worry I had, and now the worry is which law the building breaks by breakfast.'
Tavet came through the shell's opening at noon with the segmented Caliper folded under one arm. He carried a personal restriction drawn up in his own handwriting.
He did not address the guild, the order, or the counterfeit patient on the news, he addressed only the gauntlets on Ossian's fists.
"Dreadweight is now classified as an unclassified variable weapon under personal restriction," Tavet served the page flat, without inflection. "Any combat stack you have not registered with me in writing is grounds for arrest."
[Registered Host weapon reclassified as unclassified]
[Unregistered stack configurations now prohibited]
'Tavet just made every stack I never demonstrated illegal, and the only ones I did demonstrate are the ones Tavet already knows how to lock.'
Ossian took the restriction page without reading it a second time. 'Tavet is not here to fight me today, only to make sure that when the fight comes, I have nothing left to surprise Tavet with.'
The restriction covered Dreadweight's left stack, the Ironback-over-Furnace combination that had caught a collapsing ceiling. Using it was now a crime unless Ossian registered its rules with the man who would use those rules to lock it.
Calista read the personal restriction over Ossian's shoulder twice more. She made the face she made when a fight was taken out of her hands and put into a courtroom.
"He is not locking the weapon, he is locking the rules," she folded the page to the registered-stack clause. "Register the stacks, he locks them, refuse, you cannot use them, either choice costs you the left hand."
'Tavet built a trap where the legal answer and the combat answer both remove my options,' Ossian took the folded page from her. 'The only winning move is to fight without the stacks, which is the move Calista has been training into my feet for a month.'
Ossian looked at the taped hatch where the voice had called him Apex Bearer. Then he looked at the restriction that had just made his own hands illegal.
The next fight would be decided by lawyers long before it was decided by gauntlets.
'The voice under the foundation is still waiting, and the country just made it a crime to ask the building anything.' Ossian set Tavet's restriction beside Paloma's catering licence on the desk.
'We are a catering company with a sealed prophecy under the floor, and the law has decided that is someone else's problem.'
