Starting from the Planetary Governor - Chapter 1684 - 953: Two Factors

The treaty-restricted part of the Alliance’s recruitment issue is not easily resolved.
After all, during negotiations, the ports leased by the Alliance have pledged to ‘not be used for military actions against the Dark Spirit Race.’
There are a considerable number of details regarding this statement, clearly defining what constitutes ‘actions against the Dark Spirit Race.’
Combined, these rules effectively block all Alliance routes through these eight leased ports to reinforce Comoros.
It’s actually quite reasonable. To expect the Dark Spirit Race to lend out the eight ports and then let the Alliance use them to massively reinforce Comoros is too absurd. The Dark Spirit Race would never allow that. They also have personnel in these eight leased ports, which are under joint management, and they strictly supervise the Alliance’s use of the leased ports.
If the Alliance doesn’t want to tear up the treaty and start an open war, they can’t blatantly act in such a manner.
However, rules are rules, and there are always ways to find loopholes.
For instance, the regulations allow the Alliance to use the Veil Spirit Gate for military operations, but only for troop ‘passing through.’ An Alliance Army in the real universe can pass through the Veil Spirit Gate to reach Comoros and quickly pass through another Veil Spirit Gate to another location in the real universe.
This is to enable ultra-long-distance rapid maneuvers in the real universe, usually when the Alliance Army suffers significant losses in a certain battle during an expedition.
In the past, facing such situations, an entire troop had to retreat for rest, waiting for reinforcements to assemble the personnel and equipment to restore combat strength and resume the campaign. But now, with the Veil Spirit Gate, they can replenish while fighting.
Sending a reinforcement troop from the Alliance’s central command that used to take years now takes less than a month, without the need for the army command center to redistribute these personnel and equipment to various frontlines.
This is, of course, a significant change.
And during this entire process, the Alliance may attempt some minor maneuvers.
Starships are difficult to manage; even small starships are targets too large and hard to hide.
But in army movements involving tens of thousands or hundreds of thousands of troops, it’s much more convenient.
A company or even a regiment can quietly leave the main force by changing flags, switching to civilian attire, dispersing squads, etc., to enter the Defense Army sequence of the leased ports or be hidden.
Of course, the Dark Spirit Race’s supervision is still reliable, and they have repeatedly discovered the Alliance’s minor maneuvers, issuing strong protests.
Each time, the Alliance would solemnly apologize, stating that it was due to misunderstandings of the treaty clauses by some officers and staff, and they have seriously dealt with the officers who violated troop deployment. It’s often just lieutenants or captains of companies and battalions, and it’s quite rare for a Major Battalion Commander to be punished, and the penalty mostly involves ‘reprimand’ and ‘salary dock.’
Regarding the Dark Spirit Race’s questioning of whether the Alliance is preparing for the next attack or intending to tear up the peace treaty and start another war, humans have completely denied it.
Believe it or not.
Frankly, they’re unwilling to pay any such price.
What else can the Dark Spirit Race do?
They don’t have any particularly good solutions, either. Although the Alliance is violating rules, they are at least mindful of the treaty and haven’t blatantly violated it. Unless they find the current situation wholly unacceptable and reignite the conflict immediately, all they can do is increase oversight intensity to reduce the occurrence of such incidents.
Moreover, those leased ports still have some treaty restrictions, but at Queen Rose and Bodhisattva Port, the Alliance is unreservedly reinforcing Comoros. The Dark Spirit Race always protests, but when questioned, the response is that it’s to defend Comoros and protect the shared assets and friendship of the two races.
In the treaty, there is a limit to the total number of human troops stationed in Comoros. The Alliance signed it in black and white, but so what? Nowadays, whenever the Dark Spirit Race protests, the Alliance simply replies ‘has not exceeded the prescribed number,’ and shuts them down.
Demand a check, if you insist.
…
But another major obstacle to the Alliance’s reinforcement is almost insurmountable.
The Terra Expeditionary Army has to leave.
The Alliance is not unwilling, after all, it was agreed with Robert from the start. The core reason for urging negotiations was to quickly release Robert and his army from Comoros to return to the real universe, back to Holy Terra.
And after the negotiations, according to the conditions, the Dark Spirit Race will share most of the Veil Spirit Gate coordinates in the real universe in their possession with humans.
This point, much like the Alliance’s insincerity in adhering to troop restrictions, sees the Dark Spirit Race behaving dishonestly. Forget about sharing most, relevant Alliance personnel believe that the number they shared is perhaps a thousandth of what they truly control. They’ve provided over a hundred coordinates, seeming widely distributed, but certainly, there are still numerous Veil Spirit Gates remaining solely with them, not leaked to the Alliance.
In response to Alliance protests and questioning, they simply replied, ‘This is all the Veil Spirit Gates we possess,’ shutting the Alliance down.
However, among the shared coordinates, there is one of utmost importance, which is very close to Holy Terra.
It is located in the star system of Satellite V.
From Satellite V, one Star Realm Tunnel jump allows you to reach the Solar System.
This Veil Spirit Gate is within a small asteroid belt on the edge of Satellite V’s star system. Due to its distance from planets inhabited by humans and the relatively barren mineral reserves in the asteroid belt, it is seldom visited.
Even when human vessels occasionally arrive, penetrating the asteroid belt is difficult.
The key point remains that doing so is pointless.
But who would have thought that, deep within the asteroid belt, there exists a small Veil Spirit Gate of the Dark Spirit Race?
Initially, this Veil Spirit Gate only served for transporting some Dark Spirit Race personnel for reconnaissance.
It cannot support a vast Expeditionary Force’s traversal; its throughput is far from satisfactory.
However, this problem is easy to resolve.
A small fleet, equipped with large Veil Spirit Gate construction tools and materials—’purchased’ from the Dark Spirit Race—arrives at the other side to execute construction.
Upon completing construction, Robert and his Expeditionary Force can depart.
