To the Chief Overseer, Kyle appeared talented enough that another major Organization might try to kill him, ignoring the rules.

If Inner World broke the rules, the Contrast Empire would be forced to blow the matter up. Most likely, the Contrast Empire would ban all members of Inner World from joining any of its Secondary Sectors for millennia. That represented a loss of several Legendary Crushers to Inner World.

The Organizations knew a lot about how the weaker Formation Arrays of Inner World worked, but they were completely blind when it came to Formation Arrays that were used in the Immortal Dimension.

This was why nobody used Inner World’s designs and why it was not worth it to break the rules just to deal with Azure Comet.

However, Inner World still needed to do something. Azure Comet was, as far as they knew, not a member of a powerful Organization, which meant he didn’t know about these dynamics. If he spread Inner World’s designs out of ignorance, both sides would suffer.
