Osric Dann called the Council's emergency session on the forty-eighth day.

The session was held in the Council's chamber in Veranthos — the neutral city that served as the continental oversight body's seat. The chamber was circular, the seats arranged in a ring, each Council member's position marked by a stone pillar inscribed with the member's institutional affiliation. The pillars were old — older than the Council itself, carved from the same mountain stone as the Sunless Throne's foundations. The pillars predated the old law. The Council did not know this.

Seven Council members attended. Osric chaired. The other six represented trade, agriculture, military coordination, judicial standards, administrative regulation, and infrastructure.

The coordinator has proposed a restructuring that would reduce the allocation to every continental institution, including the institutions this Council oversees."

"The reduction would weaken the institutions," the trade representative said. "Less iron means less provision activity. "Then the Council has no Iron Merchant. The Council has no iron supply. The Council's alternative framework requires iron. Without iron, the framework is theoretical."

"The Council does not need the old law's iron. The Council needs a different iron source. The old law's iron comes from the source. The source is caged. The cage is the old law. When the old law dies, the source is freed. A freed source produces iron without the cage's extraction mechanism. The freed source's iron is available to whoever builds the new distribution framework first."

"The coordinator should learn. The coordinator needs to understand that the Council is not waiting for the restructuring. The Council is not waiting for the room. The Council is not waiting for the coordinator's authority to direct the continent's future. The Council is preparing. When the old law dies, the Council is ready."

Osric stood. The session ended. The seven Council members departed the circular chamber. The pillars remained — old stone, older than the old law, carved by hands that preceded the first emperor.
