He knew the man would harbor resentment as a result, but he never anticipated the man would be retarded enough to backstab his allies and go to the Empire’s side. Then again, things had turned out well in the end because of him; maybe he should offer some joss paper to the deceased Lord of Herat.

For some reason, Jong-ri Chu's absurd reasoning had the girls looking at Il-mok with admiration as well.

"As expected of the Grand Preceptor."

"I never imagined you could see this far ahead."

So much so that  Il-mok couldn't bring himself to pop their bubble.

Perhaps this was why they said fame had its advantages. Even actions done without particular intent were being assigned meaning by others.

"It was simply coincidence."

"Hahaha. Always so humble, Grand Preceptor."

Since they clearly didn't believe him, Il-mok deliberately changed the subject.

"In any case, now that this massive chunk of land is officially ours, we should prepare for missionary work. It is our duty to lay down a solid foundation before the actual missionaries from the homeland get here.”

***

A few days later, Il-mok's dispatch finally reached the imperial court of the Hong Dynasty.

It instantly sparked a fierce debate among the ministers.

“Your Majesty, it is this humble minister's understanding that the Khalas Empire is under attack from the people of the West. So this humble minister frankly couldn’t understand the Grand Preceptor’s decision in forwarding the truce.”

"Indeed. We should have used this opportunity to drive out those bastards and make all of the Western Regions our territory!"

While the warmongers loudly criticized Il-mok's restraint, others strongly backed his decision.

"The truce was an excellent decision. As written in the Grand Preceptor's letter, it would be impossible for the Hong Dynasty's current manpower to absorb and govern the entire vast territory of the Islamic world."

Surprisingly, the loudest voice defending Il-mok's strategy was none other than Zhuge Mun, the man who acted as his political rival and had frequently clashed with Il-mok's opinions.

However, Zhuge Mun was no fool.

He wasn't petty enough to shoot down a perfect strategy just because he didn't like the man who proposed it. While they might clash over differing values or interests, they interestingly held similar views on most other matters.

Wi Jin-hak let his ministers voice their opinions before nodding. "I share the Minister of Finance’s view. The mainland of our Hong Dynasty is far from stable at this moment. We've only just established all the academies and are in the process of founding the Elementary Demon Hall, all the while bandits and criminals still remain scattered throughout the Central Plains. Under such circumstances, attempting to absorb all the Islamic world's territory, which may be larger than the Central Plains itself, would be nothing but foolish greed."

Wi Jin-hak had pondered on this carefully before voicing his opinion.

"We should first stabilize the mainland and then plant the roots of our Divine Cult deep into the new lands we just carved out. Once all preparations are complete, it won’t be too late for us to eat the rest of the land.”

In Wi Jin-hak’s mind, if his youngest brother and Zhuge Mun agreed on something, it was almost certainly the right course to take.

"Therefore, we shall accept the Grand Preceptor's request and begin selecting personnel to send to the new territories."

After Wi Jin-hak made his decision, the meeting's agenda shifted to who should be sent.

Naturally, since they were drafting missionaries instead of combatants, the first person mentioned was Baek Un-hak.

While the ministers enthusiastically debated the details, Wi Jin-hak discreetly looked back down at Il-mok's letter.

'That's our youngest for you.'

The homeland had been too strapped for resources to give him a proper army, yet he had still pulled off a flawless victory.

However, he didn't know that Il-mok's letter had omitted the fact that Il-mok had reached the Realm of Heavenly Communion during the war.

About two weeks later, reinforcements from the Hong Dynasty arrived at Mazar-i-Sharif.

"It feels like ages since we last met, Grand Preceptor!"

Baek Un-hak's greeting forced a polite smile out of Il-mok’s face.

Since the request was about missionary work, he had naturally expected this man to come.

After exchanging brief greetings with Il-mok, Baek Un-hak turned his head to the side.

"Still alive, I see, Grand Marshal."

"Heh. And you as well, Minister of Foreign Affairs. Your life is remarkably long."

True to their reputation as rivals, Baek Un-hak and Dokgo Ryong exchanged insults the moment they saw each other.

Il-mok decided to ignore them and looked elsewhere.

"Physician Seo has come as well."

Seo Jae-pil beamed. "Hahaha. I've been dying to come here for ages. This is an opportunity to learn foreign medical arts!"

He could have lived in the lap of luxury as a royal doctor in the capital, but he willingly dragged himself out to this miserable warzone just to poke at new diseases.

As expected of a mad scientist.

"Also, I heard there are quite a few patients here due to the war. I think it's a fantastic opportunity to experiment—ah, I mean, use various treatments to save lives! Hahaha."

Il-mok was almost positive he heard a massive red flag slip out there, but he tactfully decided to ignore it.

"Ahem. Now that our missionary team is fully assembled, let's get down to business and start spreading the Divine Cult's teachings in earnest."

After a night's rest, the team divided into groups of dozens or hundreds and scattered to various locations. Those who remained in Mazar-i-Sharif began missionary work in earnest that morning.

The method they chose resembled what they had done in the Central Plains.

"We will clear the ruined walls and houses and build new ones. Anyone who pitches in with the construction will get paid a wage, so step right up if you want to work!"

Those who don't work don't eat.

For people who had lost nearly everything in the war, they provided work opportunities and enough money and food to maintain a basic livelihood.

The locals who signed up for the construction crews were taught to sing the cult's hymns in unison while they hauled rubble. When the midday sun was at its most brutal, they called for breaks and hosted massive communal lunches.

"The core of our Divine Cult teaching is destroying evil! Then what is evil, you ask!"

They turned every lunch break into an impromptu sermon.

By the time the sky bled orange and the hammers stopped swinging, Baek Un-hak's entourage rolled out the evening entertainment.

They had set up a full-blown stage play about the majesty of the Heavenly Demon and about the Divine Cult’s doctrine.

Naturally, Baek Cheon was the protagonist.

The Ministry of Foreign Affairs had apparently prepared this in advance since Baek Cheon had performed in the full local language. Thanks to this, some residents stayed until dark to watch Baek Cheon's performance.

Meanwhile, Seo Jae-pil fully displayed his skills to perform experi—ahem—medical actions on the local.

"My goodness. You've endured until it reached this state? This won't do. This requires immediate surgery."

But compared to the effort they invested, the results seemed somewhat limited.

Barely anyone showed up to haul bricks, watch the performances, or come to see Seo Jae-pil.

That evening, a comprehensive report on the day's progress reached Il-mok.

After hearing Jin Hayeon's entire report, Il-mok nodded in understanding.

"As expected, the vast majority of the women are just flat-out refusing to leave their homes."

The low participation rate was due to the women.

Currently, there were too few men relative to the population. Most of the men had died fighting the Khalas Empire, and the survivors had been dragged off in chains to be used as arrow fodder by the imperial army.

Between the slaughter and the drafting, the city was practically devoid of adult men. The demographics heavily skewed toward women and children, not to mention the local custom prohibited them from leaving their homes on their own.

After organizing his thoughts, Il-mok spoke.

"We could forcibly bring them out, but that’s a big no for me. If that’s the case, how bout we go to them instead?”

***

Bright and early the next morning, two female physicians from the Hong Dynasty and a male interpreter approached a small house in town. It belonged to a widow who had lost her husband to the war and was scraping by with her two kids.

Upon reaching the house, they looked at each other.

"The Grand Preceptor specifically ordered us not to use the 'We're here to share the good word' line, right?"

"Yes. The Grand Preceptor said it would only create resistance."

The two female physicians couldn't really wrap their heads around it. The Divine Cult's teachings were filled with nothing but good news, so why would anyone be repulsed by it?

But since it was the Grand Preceptor's order, they decided to follow it.

As the two women nodded and looked at the man, he spoke in the local language.

"We're going around the village to treat the sick! Is anyone home?"

The door soon opened, and a woman wearing a hijab cautiously showed her face.

"You're treating the sick? I'm fine myself, but could you perhaps look at my children?"

The female physicians eagerly nodded at her request.

"Of course."

They were fully trained medical staff from Seo Jae-pil's clinic, so treating children should pose no difficulty for them.

The two women and the man entered the house following the wife's guidance.

"Actually, my youngest has been feeling unwell lately."

The two medical women approached the sick child, and they soon frowned. The girl's body was burning with fever, yet she was wrapped up tightly with a hijab covering her head.

"We need to cool her fever first, so we'll remove the head covering."

The wife looked startled and glanced at the male interpreter. By her religion's strict laws, a woman shouldn't remove her hijab in front of an unrelated man.

"You must not remove the hijab!"

Puzzled by the mother's reaction, the two female physicians looked over at the male interpreter.

"Could you please turn around?"

Though they wanted to remove the hijab by force, they chose this compromise to avoid increasing resistance.

At the same time, the two women removed the head coverings they had been wearing. These weren't hijabs but simple coverings to protect against the scorching sun.

"As you can see, we've removed our head coverings too."

"He's not looking at the child, so we'll remove the covering."

As the wife still looked troubled, one medical woman added, "Are you putting off your child’s well-being over a piece of cloth?"

Alarmed by this warning, the wife finally permitted the hijab's removal.

A few minutes later, the physician finished her check-up and delivered her diagnosis to the wall-facing interpreter.

"It's nothing life-threatening. With proper medicine and good nutrition, she'll recover in no time."

"I'll go get medicinal ingredients."

After the other female physician left the house, the remaining one spoke again.

"Even a mild fever can be fatal if the patient is starved of energy. Our people provide food to those who work. So why not start working from today?"

The mother was appalled. "How can a woman possibly work alongside unrelated men?"

The medical woman swallowed a sigh inwardly and replied.

"Aren't we working with this unrelated man right now? It's perfectly normal in our homeland.”

The poor interpreter who had just been demoted to an unrelated male could only smile awkwardly as he translated the medical woman's words.

"But... if I go outside, I'll surely be punished."

The physician raised an eyebrow. "Punished by who? The heavens? Or the men in your community?"

As the wife couldn't answer, the female physician added, If the heavens struck down working women, we would have been punished a long time ago. And if you're terrified of your neighbors trying to punish you, you can put that fear to rest right now."

The female physician smiled gently as if to reassure her.

"The Heavenly Demon Divine Cult stands with the weak. If anyone punishes you for going out to work, our Divine Cult will personally ensure those evildoers regret it."

As the wife met the female physician's eyes, a certain scene came to her mind.

She remembered the day the Hong Dynasty’s army marched into the city to liberate them from the Khalas Empire’s army. She remembered how they swept those terrifying imperial troops like sand in the desert.

While the woman recalled what she had witnessed that day, the female physician added one final point. "Besides, to hell with what anyone else thinks. Isn't saving your child's life your number one priority?"

All the fear holding her back melted away at that question, and the mother instinctively nodded in agreement.

Shortly after, the second female physician who had gone for medicinal ingredients returned. She quickly brewed the medicine and spoon-fed it to the child.

As soon as the little girl's breathing steadied, the physicians turned back to the mother.

"What will you do? Will you come with us?"

"B-but who's going to watch my sick baby?"

The physician immediately offered a comforting smile to soothe the mother's panic.

"Don't worry. Caring for patients is our duty; one of us will stay and look after the child."

With her last worry gone, the mother nodded and grasped the physician’s outstretched hand.

It was the moment when women and children imprisoned by laws began emerging into the world.
