A grey and massive hawk from Kumogakure circled the Hokage tower three times before landing on the railing outside Guy's window, a scroll case strapped to its leg bearing the Fourth Raikage's seal.

Guy opened the case. He unrolled the scroll and read it.

The demands were written in simple terms. Return Yugito Nii to Kumogakure unharmed and in full possession of her abilities. Surrender Rock Lee to Kumogakure. Withdraw all Konoha forces from any territory within three nations of Cloud's borders. Pay reparations for the damage inflicted during the campaign in the Land of Wind, the amount to be determined by Cloud's assessors.

There was more nonsense. Guy read every word while shaking his head.

Surrender Rock Lee.

Cloud didn't want justice. Cloud wanted Lee's head and a story they could tell afterward about how they tried diplomacy first.

It reminded him of the Hyuga Affair. Cloud's Head Ninja came to Konoha under a peace treaty, tried to kidnap Lady Hinata for her bloodline, got killed by Hiashi in the act, and Cloud's response was to demand Hiashi's body as reparations for a diplomat they themselves had sent to commit a crime. The Third Hokage was willing to give them Hiashi but something occurred where Neji’s father was the one sacrificed instead.

These demands felt the exact same. The same nonsense of a village that had already decided what it was going to do and needed the other side to say no first so they could point at the refusal and call it a cause.

Guy called the council.

They gathered in the evening. Guy behind the desk, Kakashi at his right. Homura and Koharu seated. Shikaku against the wall. Danzo standing with his cane. Tsunade had been called as well. She didn’t look the happiest, because she had read the scroll before the meeting and her expression hadn't changed since.

Guy laid the demands on the desk where everyone could see them.

"These aren't negotiations, at all." Kakashi shook his head.

"This is simply to waste time for what they were already planning. By sending demands not in good faith that they know we won’t accept, it’ll waste more time." Shikaku added. His arms were folded. His eyes were on the scroll but his mind was clearly somewhere else. "Cloud isn't buying time to negotiate. They're buying time to position."

Danzo said nothing. He didn't need to. Everything he had argued in this room months ago was playing out exactly as he described. He simply stood and let the room arrive where he had been waiting.

"Danzo-sama." Guy looked at him. "You said something to me the last time we sat in this room. You said Cloud would come. That the only question was whether they came with one tailed beast or two."

"I did."

"You were right. Jiraiya and Naruto are outside the village. The Nine-Tails is unavailable. Not that I would want to use Naruto-kun in that way in the first place. But I also hadn’t heard of any progress with him mastering his tailed beast either. At least, there was nothing in the Third Hokage’s scrolls. Am I right, Kakashi?”

“That’s right. Naruto hasn’t been trained to master his tailed beast. It would be dangerous to try and rely on him for this upcoming war.” Kakashi nodded.

“Three hidden villages are coordinating an attack on our home. As strong as my student is, one shinobi does not win a three-front war. We need more strength."

He looked around the room. Every face. Every pair of eyes.

"I am ordering the extraction of the Two-Tails from Yugito Nii."

Homura exhaled through his nose. Koharu nodded once. Shikaku's expression didn't change. Kakashi's visible eye briefly glanced at Guy’s face. Tsunade uncrossed her arms and placed both hands flat on her knees.

Danzo's cane shifted a centimeter. That was all.

"The question is compatibility," Tsunade spoke. "You can't put a tailed beast into just anyone. The host's chakra network has to be able to handle it. A mismatch and the beast tears out of the host immediately, or worse, kills them in the sealing and goes loose with no container at all. I'll need to look over Yugito to map what the Two-Tails requires."

"I’ll give you whatever you need, Lady Tsunade." Guy said.

"And I'll need volunteers. ANBU who understand what they're signing up for. Being a jinchuriki isn't a mission. It's a life sentence. I won't seal this beast into someone who doesn't know what that means."

Guy nodded. He stood. "I was already going to do that."

The council filed out. Kakashi stayed behind.

"You didn't hesitate this time." Kakashi observed.

"She’s an enemy." Guy said it simply. "The Raikage pointed her at my boy and wanted him dead. That was her mission. If the world is asking me to choose between her life and the safety of every person in this village, there is nothing to hesitate about."

Kakashi studied his friend's face for a long moment. Then he nodded.

"I'll prepare the extraction site."

The testing took two days.

Tsunade worked in the basement of the hospital with a Hyuga medical-nin named Iroha, whose Byakugan was very helpful in determining suitable jinchuriki. They brought Yugito up from her cell, still restrained, still suppressed, and mapped the structure of her chakra network with Matatabi's chakra woven through it. Every pathway. Every junction. Every point where the beast's chakra had fused with the host's biology over twenty-seven years of cohabitation.

Then they compared it against the ANBU volunteers.

Seven had stepped forward. Three declined after Tsunade explained what being a jinchuriki actually meant. Four remained after listening.

Iroha examined each of them with her Byakugan active, comparing the structure of their chakra pathways against the template Matatabi accepted. The fourth was Yugao Uzuki. Her network was a match.

Guy spoke to Yugao in his office the night before.

She came in her ANBU gear, mask off, her purple hair tied back. She stood straight in front of his desk and didn't sit down.

"Lady Tsunade explained the process, right?" Guy said.

"She did."

"Then you know what this means. The beast will be inside you for the rest of your life. It will test you. It will push against the seal when you're tired, when you're angry, when you're grieving. You will carry something inside you that hates being contained and will never stop looking for a way out. Your body will change. The way people look at you will change."

"I understand, Hokage-sama."

"Why?"

Yugao was quiet for a moment.

"Hayate died during the invasion," she said. "He died doing his duty, and I wasn't there. I've spent every day since then looking for a way to make that mean something. To make his death count for more than just one more name on the memorial stone." She paused. "If this village needs a weapon, I'll be the weapon. If the seal holds, I'll hold it. And if the beast tries to break out of me, it'll find out that I don't break easily."

Guy looked at her for a long time.

"Thank you, Yugao."

She put her mask back on and left.


Yugito was moved at midnight.

Four ANBU escorted her, two ahead, two behind, and Yugito walked between them with her hands bound behind her back and sealing tags pasted across her shoulders and spine that kept her chakra smothered to nothing.

She hadn't spoken in days. She had stopped asking questions when the answers stopped coming, and after that she had simply existed in her cell, eating what they gave her, sleeping when they let her, watching the ceiling.

When they pulled her out and started walking, she didn't ask where. She knew. She had known since the boy carried her off that battlefield on his shoulder and she woke up in a cell she couldn't break out of. She'd spent days pressing against the suppression seals because the act of trying was the only thing she had left.

The night air hit her face as they exited the village. Moonlight came through the leaves in broken silver and the ground was soft with decades of fallen needles.

They walked for twenty minutes. Then the trees opened into a clearing and Yugito saw what was waiting for her.

The sealing array covered the ground in concentric circles of ink and formula, each ring thicker and more complex than the last, the characters painted in chakra-infused ink. At the center, a stone platform, low and flat, with restraining seals carved into its surface. Around the perimeter, a secondary barrier, tall pillars of carved wood connected by chains of sealing paper, designed to contain whatever came out when the primary seal broke. And beyond that, in the treeline, ANBU. Dozens of them. Masked and still and watching.

Kakashi stood at the edge of the array. Tsunade was inside the second ring, checking the ink lines with her fingers, making sure nothing had smudged in transit. Danzo stood apart from both of them, his cane planted, his eye on the platform.

And Guy. The Hokage stood between the array and the tree line, arms folded, hat off, and when Yugito was led into the clearing his eyes found hers and held them.

Yugito looked at the array. She looked at the platform. She looked at the carved restraints and the barrier.

They brought her to the platform. The ANBU escort removed the binding on her hands only to replace them with the platform's restraints, stone clamps that locked around her wrists and ankles and held her flat on her back. The sealing tags on her spine pressed against the cold stone. Above her, the sky was clear and the stars were out and the moon was waxing, not full but close enough that she could feel Matatabi stirring inside her, the cat pressing against the seal the way she always did when the moon got bright.

Matatabi.

She talked to her in her subconscious. The place where their consciousnesses touched, the border between host and beast that had existed since Yugito was two years old and had never once been empty.

I know, Matatabi answered. This isn’t my first time being extracted from one host to another.

I guess this is goodbye, huh?

Yes.

Yugito stared at the stars. Her throat was tight. She had carried this thing inside her for twenty-seven years. It had burned her from the inside when she was young and wild and couldn't handle the power. It had saved her life more times than she could count.

She had not always loved Matatabi. There were years when she hated the beast, hated what it made her, hated the loneliness and the fear and the way people flinched. But hate was a young woman's luxury. Somewhere in her twenties, the hate had burned out and left behind acceptance and familiarity. A bond between two beings who had no choice in sharing a body and had, over decades, stopped fighting about it.

I'm sorry… Yugito said.

Don't be. Matatabi's voice carried no anger. You win some, you lose some.

I know.

Then spend your last moments as you wish, kitten. Not on me.

Kitten. She had not called Yugito that since she was a child, since the early years when Matatabi's voice was the only kind one, since the nights when a two-year-old screamed in her crib from the burning and the great cat's consciousness wrapped around her and held her steady until the pain passed.

Yugito closed her eyes. She felt Matatabi's warmth one last time, the deep furnace glow of the Two-Tails' chakra in every cell, through every pathway, through the heart that had learned to beat in rhythm with a monster's pulse before it had learned to beat on its own.

Goodbye, Matatabi.

Goodbye, Yugito Nii. You were not the worst host I've had. A pause. Warm. Almost fond. You were perhaps the best.

The connection held for one more breath. Then Yugito opened her eyes, and the sealing team was in position, and it was over.

Tsunade knelt at the head of the platform with her hands already glowing green, monitoring Yugito's vitals. Kakashi stood at the eastern point of the array, his hands forming the first sequence. Danzo took the western point, his cane set aside, both hands free, and the single visible eye was sharp and cold and utterly focused.

"Begin." Guy ordered.

Kakashi and Danzo moved in unison. Their hands blurred through seal sequences, different sequences, one for each point of the array, and the ink lines on the ground lit up in a wave that started at the outer ring and rolled inward. The light was white at first, then blue, then something between the two that hurt to look at directly. The characters carved into the platform beneath Yugito's body began to glow.

Yugito's back arched.

The suppression seals on her spine, the ones that had kept her chakra smothered for weeks, burned away in an instant as the array overrode them. For one bright, terrible second, Yugito felt her own chakra flood back into her, felt the full weight of everything she was, and in that same second the array seized it and began to pull.

At Matatabi.

The difference was something only a jinchuriki could feel. Her own chakra was hers, born from her cells, produced by her body, as natural as blood. Matatabi's chakra was the other thing, the fire behind the fire, the deep blue furnace that had been burning inside her since before she could remember. The array reached past everything that was Yugito and grabbed everything that was Matatabi and it pulled.

Yugito screamed.

The sound filled the clearing and bounced off the barrier pillars and came back to her and she could not stop it because the pain was not something that could be managed or endured or breathed through. It was cellular. Every connection between Matatabi's chakra and Yugito's biology, every junction point where beast and host had fused over twenty-seven years of cohabitation, was being torn apart at once. The beast's chakra did not want to leave. It had grown into her the way roots grow into soil, and pulling it out meant ripping through everything it had touched.

Blue fire bled through her skin. It started at her fingers and toes, thin wisps curling off her nails like smoke, then spread inward, up her arms, across her chest, down her legs. Her eyes went blue. The entire eye, socket to socket, burning with Matatabi's chakra as the beast was dragged toward the surface.

Yugito's skin began to split. Fine lines at first, like cracks in dry earth, running along her forearms and across her collarbones where the chakra pathways were widest. Blue light poured through the cracks. Her blood ran hot enough to steam where it touched the air, and the smell of copper and burning hair filled the clearing.

She was still screaming. The screams had changed. They were lower now, rawer, the sound of vocal cords shredding under strain, and between them she was gasping.

The Two-Tails began to manifest.

It rose from Yugito's body like smoke from a fire, a shape forming in the air above the platform, blue and massive and taking form one limb at a time. A leg. A shoulder. The curve of a spine made of living flame. The cat's eyes opened in the half-formed face, yellow and slitted and huge, and the hatred in them was older than any village, older than any war, the hatred of something that had been locked inside a series of human prisons for longer than most civilizations had existed.

Matatabi roared. It was pressure, heat, fury given voice, and the barrier pillars groaned under it and the sealing chains rattled and the ANBU in the treeline took a collective step backward without meaning to.

And Yugito died.

Her body collapsed onto the platform. The blue fire left her skin. The cracks closed. Her eyes dimmed from blazing blue to their natural dark, and then further, past dark.

She had lain on the stone and stared at the sky and in the last moment before the array activated, when she knew there was nothing left, she had looked at Guy.

"I hope this village suffers the same fate as Uzushiogakure." She grinned. "Every man, woman, and child. And I hope no one remembers your name afterwards."

Nobody had responded to her. There was nothing to say to a defeated enemy.


Matatabi was free.

The Two-Tails stood inside the barrier at full size, a massive cat wreathed in blue and black flame, two tails lashing the air behind it, and the barrier was holding but the pillars were cracking. The beast slammed a paw against the wall of sealing light and the impact cratered the ground beneath the barrier's edge. It slammed again. A pillar split down the middle with a sound like a tree falling.

"The barrier won't hold if it keeps this up." Kakashi called.

Guy was already moving.

The First Gate opened in his brain. The Second. The Third. His skin flushed red. The Fourth. The Fifth. His veins stood proud across his entire body. The Sixth. The air around him bent. The Seventh. His sweat turned blue and evaporated on contact with his skin, wrapping him in a shimmering aura that lit the clearing brighter than the moonlight.

The Hokage crossed the distance between the tree line and the barrier in a single step. He went through the barrier's entrance point, a gap left in the sealing chain for exactly this contingency, and he was inside with Matatabi.

The Two-Tails saw him and lunged. A paw the size of a house swung down at him trailing blue fire. Guy caught it.

He planted both feet and he caught the paw with his hands and the ground beneath him shattered into a crater six feet deep and the trees outside the barrier bent backward from the displaced air. Guy's arms shook. His muscles screamed. The Seventh Gate poured everything it had into holding the beast's strike and the beast bore down with the weight of centuries of fury and grief and the two of them locked in place, the Hokage and the Tailed Beast, force against force.

Guy roared and shoved. The paw went back. Matatabi stumbled, one leg buckling, and Guy was already under her, driving an uppercut into the beast's jaw that lifted its head and slammed it sideways into the barrier wall. The impact sent shockwaves rippling across the sealing light. The remaining pillars groaned.

Matatabi recovered fast. The second tail whipped around, a column of blue fire aimed at Guy's midsection. He leapt over it, pushed off the barrier wall with one foot, and came down on Matatabi's back with both fists. The beast's legs buckled. Its belly hit the ground. Guy grabbed two fistfuls of burning fur and held on, his skin blistering where the flames touched, his arms locked, his weight and the Seventh Gate's power pinning the thrashing beast flat.

"NOW!" Guy shouted.

Kakashi, Tsunade, and Danzo entered the barrier. Yugao was with them.

They moved fast. Kakashi's Sharingan tracked every movement of the beast's chakra, directing the sealing in real time. Danzo worked alongside him. Tsunade anchored the medical side, her hands on Yugao's back, monitoring the new host's network as the seal was drawn onto her stomach in blood-infused ink.

Yugao lay on the ground fifteen feet from the thrashing beast, flat on her back, her shirt pulled up to expose her abdomen, and the seal formula was being painted onto her skin while the creature it was meant to contain raged against the Hokage's grip close enough that the heat from its flames dried the ink before Tsunade could set it.

Matatabi fought. Every muscle in the beast's body strained against Guy's hold. Its tails whipped and burned and its claws tore furrows in the earth and its roar was continuous now, a sound of pure desperate fury, because the cat knew what was coming and the cat had just been ripped from one prison and was not going quietly into another.

Guy held. His arms burned. His skin peeled. The Seventh Gate demanded payment for every second and the seconds kept coming and he paid them all.

The seal completed. Tsunade slammed both palms onto Yugao's stomach and the formula ignited.

Matatabi screamed. The blue fire began to stream off the beast's body toward Yugao, pulled by the seal, dragged across the fifteen feet of open ground in ribbons of living flame that poured into the formula on Yugao's skin and vanished inside her. The Two-Tails shrank. Its legs dissolved. Its tails flickered and went dark. The great cat's form collapsed inward as its chakra was siphoned out of the air and into the new host, and the yellow eyes, the last thing to go, found Yugao's face and held her gaze for one long, terrible moment before they went dark.

The clearing went quiet. The blue fire was gone. The night was dark again. The only light was the fading glow of the sealing formula on Yugao's stomach, pulsing once, twice, three times, and then settling into a steady, dim warmth that sank beneath her skin and disappeared.

Yugao's body seized. Every muscle locked at once. Her back arched off the ground and her hands clawed the dirt and her teeth clenched so hard that blood ran from her gums. The beast's chakra was inside her now, flooding pathways that had never held anything like it, and her body was deciding, cell by cell, whether it would accept or reject what had just been put inside it.

Tsunade's hands glowed green over Yugao's chest ensuring it was a successful integration.

Ten seconds. Twenty. Thirty.

Yugao's body relaxed. The seizure passed. She was unconscious but alive and well. The seal on her stomach dimmed to a faint blue line and held.

"The seal is stable. Her chakra network is accepting the chakra. There's going to be an adjustment period, weeks at minimum, and she'll need constant monitoring. But it's holding." Tsunade said.

Guy closed the Seventh Gate. The blue aura fell away from him. The red drained from his skin. He stood over Matatabi's former position, burns across both arms, blisters on his palms, his jumpsuit scorched away, and he breathed.

Two medical-nin moved in immediately. One went to Yugao. The other went to Guy, who waved him off.

"Yugao first." Guy pointed at her.

They lifted her onto a stretcher. She was unconscious, her face pale, her breathing steady. The seal pulsed faintly with every heartbeat. Alive. Changed forever, but alive.

Guy walked to the stretcher and looked down at her. The woman who had volunteered for the hardest duty the village had ever asked of anyone. The woman who had lost the man she loved during the invasion and decided that the best way to honor him was to carry something inside her that would make her stronger than anything that had ever threatened the village that Hayate died protecting.

"Thank you, once again, Yugao." Guy said. "Your service. Your loyalty. Everything you just gave. I promise you, on my name and on this position, that this decision you made will not be for nothing. Not while I'm Hokage. Not ever."

The ANBU lifted the stretcher and began carrying her toward the village. Tsunade walked alongside, one hand on Yugao's wrist, monitoring her pulse.

"Hokage-sama."

Danzo's voice from behind him. Guy turned as he tossed a robe at him. Guy caught it and dressed himself with a flushed face.

Danzo stood beside the platform where Yugito's body still lay. The old man's hands were folded over his cane and his single eye was fixed on Guy.

"The body…" Danzo said.

"We return her to Cloud. It's the right thing to do. She was their shinobi. Whatever she was to us, she was a person to them." Guy answered.

"I am not arguing the morality." Danzo's voice was level. "I am arguing the timing. If we return Yugito Nii's corpse to Kumogakure now, the Raikage will know immediately that we extracted the Two-Tails. A dead jinchuriki without her tailed beast sends one message and one message only: Konoha has our weapon. That tells Cloud we are preparing for something. It tells them that we may have caught on to the alliance between Cloud, Stone, and Mist. And if the Raikage suspects we know what's coming, he accelerates. He moves the timetable forward. He contacts the Tsuchikage and the Mizukage and tells them the window is closing, and three armies mobilize before we are ready."

Guy said nothing.

"Continue the negotiations," Danzo said. "Let Cloud believe their stall is working. Let them send their messages and their demands and let us respond with counter-offers and delays and all the theater that buys a village time. Every week they think we are still talking is a week we spend preparing our shinobi, reinforcing our borders, and training our new jinchuriki." He paused. "Return the body when we are ready. Not before."

"How long do you think we should take?"

"Until Yugao is ready. Until Shikaku's defense plans are in place. Until we have called in every favor and shored up every weakness." Danzo picked up his cane. "Months, Hokage-sama. The same months they are spending."

"That’s understandable…" Guy said. "We hold the body. We continue the talks. We prepare."

He turned and walked toward the village. The ANBU fell in around him. Danzo remained in the clearing a moment longer, standing over Yugito's body, and if there was anything behind that single eye, no one was close enough to see it.

The forest closed around the Hokage and his guard, and the clearing sat empty except for one old man and one dead woman.
