Deep beneath the crust of Ashenveil, the Morreth Entity was pushing against the containment shell. It was not a physical assault. It was a conceptual probe, a relentless, churning pressure attempting to find the exact resonance frequency required to shatter divine iron. Zephyr matched the frequency shift instantly, reinforcing the structural geometry of the aetheric barrier.
Fifteen percent of his processing power was allocated westward, manually manifesting ten thousand Faith Points worth of grain every day to stabilize the four hundred rioting towns on the frontier.
Nine percent was distributed across the logistical network of the Imperium, calculating trade deficits, managing aether-refinery outputs, and adjusting atmospheric scrubbers.
That left exactly four percent of a Rank 9 deity’s cognitive bandwidth to manage the terrified mortal standing before him.
Lyss Myrvalis knelt on the obsidian floor of the Eternal Forge. Her black armor was scored with kinetic burns from her extraction from the Canal District sub-levels months ago, but she had refused to repair it. Her scaled tail was lashed tightly around her waist, completely motionless.
"The cipher is absolute proof, Sovereign," Lyss reported, her voice stripped of its usual clinical detachment. It was raw, desperate. "The Korthane asset is operating at the Deputy Director level or higher. They possess our encryption keys. They possess our patrol routes. They know the exact aetheric tolerances of the Sector Four cooling lines."
Zephyr stood motionless in the center of the tactical grid. He did not look at the physical parchment she had brought back from the Tremor Cult altar. He had already absorbed its mathematical implications.
"The structural integrity of the Ministry is compromised," Zephyr stated, his voice a low, resonant baseline that vibrated in the stone floor.
"It is fundamentally infected," Lyss corrected, looking up at the towering iron figure of her god. "The Arbiter’s gold funded the cult, but the cult’s intelligence is domestic. They are preparing a coordinated sabotage of the industrial core to break the shell from above. We cannot operate with a severed optic nerve, Sovereign. Give me the authorization."
Zephyr processed the request.
"You are requesting a Level-Zero purge," Zephyr calculated aloud.
"I am requesting the authority to burn the Ministry of Whispers to the bedrock," Lyss said, her slitted eyes burning with absolute, paranoid conviction. "Every scribe. Every handler. Every operative. I will personally interrogate the entire command structure. I will execute anyone who hesitates. I will find the asset, Sovereign, no matter how many loyalists I have to break to do it."
The four percent of Zephyr’s processing power engaged the predictive simulation matrix.

The matrix completed the calculation in a fraction of a millisecond.
The Arbiter’s true weapon had never been the Tremor Cult. The weapon was Lyss’s paranoia. If Zephyr authorized the purge, Lyss would execute it with terrifying efficiency. She would tear her own department apart. She would murder her own loyalists. Within three weeks, the Ministry of Whispers would cease to function entirely, paralyzed by internal terror. The Sovereign Imperium would go completely blind.
The Arbiter would win the intelligence war without ever fielding a spy.

Zephyr cross-referenced the action with his current processing load.
To neutralize the Cult without utilizing the compromised Ministry, Zephyr would have to divert Inquisitorial forces to manually sweep the Canal District sub-levels. The sweeping operation would require real-time divine oversight to ensure the Cult did not trigger the explosive yields prematurely near the Sector Four cooling lines.

Zephyr checked his reserves. He only had four percent available. If he diverted three percent to the Canal District, he would have exactly one percent left to maintain his own consciousness. If the Morreth Entity shifted its conceptual resonance during that operation, Zephyr would not have the bandwidth to respond in time. The containment shell would crack.
The math was a paradox.
If he purged the Ministry, he went blind. If he hunted the Cult, the shell cracked.
For the first time since his ascension, Zephyr’s dual-core cognition hit an absolute, impenetrable processing wall.

If I could reverse the sequence, Zephyr thought desperately, the concept flashing through his frozen mind. If I could reach backward. Just three years. If I could unmake the structural vulnerability in the banking ledger before the Arbiter exploited it. If I could rewrite the math of yesterday.
It was a wish for Time. It was a wish for the 16th Rank.
Zephyr immediately isolated the thought and deleted it. It was a mathematically impossible fantasy. Time was a rigid, forward-moving vector. He could not reverse a structural failure; he could only manage the collapse. (He was entirely unaware that thousands of miles away, the Hydra was currently vibrating to the rhythm of a hammer strike that hadn’t happened yet.)

But Lyss Myrvalis was a Gen 12 master spy. Her entire biological lineage was bred to detect the undetectable. She was trained to see a micro-expression in the twitch of a facial muscle, or a lie in the dilation of a pupil.
Zephyr did not have facial muscles. He did not have pupils.
But for 0.7 seconds, the ambient aetheric pressure in the Eternal Forge had dropped. The hum of the drop-forges had desynchronized. The glowing iron of Zephyr’s gauntlet had dimmed by a fraction of a lumen.
Lyss’s breath caught in her throat. Her heart slammed against her ribs in a sudden, violent cadence of absolute terror.
He hesitated.
The realization was a physical blow. The Iron Sovereign, the omnipotent architect of the world, the machine that never slept and never stopped calculating... had paused. He was struggling. He had a cognitive limit.
"The purge is denied," Zephyr’s voice suddenly boomed through the chamber, resonant and absolute once more, betraying nothing of the internal paradox.
Lyss flinched, staring up at him with wide, horrified eyes. "Sovereign... the Ministry is infected. If we do not excise the cancer, the Cult will sever the cooling lines. The structural integrity of the capital—"
"The structural integrity of the capital will be maintained through localized sensory blackout," Zephyr interrupted, his voice dropping into the cold, inhuman cadence of pure architecture. "We will not excise the infection. We will quarantine the data node."
Lyss blinked, her tactical mind struggling to parse the bizarre phrasing. "Quarantine the node? Sovereign, the Canal District sub-levels are physical territory. They have explosive yields. They—"
"The Ministry of Whispers is hereby forbidden from operating within the boundaries of the Canal District," Zephyr decreed, the words falling like heavy iron blocks into the silence of the Forge. "The Inquisitors are forbidden from patrolling the lower wards. I am instituting Protocol CF-013. Absolute non-observation."
Lyss stared at him, the horrifying subtext of his architectural phrasing slowly resolving into clear, brutal reality.
He wasn’t going to hunt the Cult. He was going to completely blind his own empire to their existence. By forbidding any Sovereign forces from entering the Canal District, he was removing the Cult’s ability to target his infrastructure. If the Ministry didn’t go down there, the Korthane asset couldn’t manipulate the intelligence. If the Inquisitors didn’t patrol, the Cult couldn’t ambush them.
"You are ceding the territory," Lyss whispered, her voice cracking. "Sovereign... there are thirty thousand loyal citizens living in the upper levels of the Canal District. If we pull the patrols... if we institute non-observation... the Cult will take the district. They will radicalize the population. They will slaughter anyone who resists."
"The thirty thousand biological units within the quarantine zone are no longer structurally relevant to the primary equation," Zephyr stated.
He didn’t use the word ’abandoned’. He used ’non-observation’.
He was willingly allowing a violent, death-worshipping cult to consume thousands of his own people simply because he lacked the processing bandwidth to fight them without risking the Morreth shell. He was letting a wound fester and rot to save the rest of the body.
"Sovereign, I beg you," Lyss pleaded, abandoning all protocol, stepping forward and reaching out toward the tactical grid. "Do not let them suffer the dark. Let me burn the Ministry. Let me find the spy. I can fix this. I can—"
"The decree is absolute, Director Myrvalis," Zephyr commanded, his glowing eyes fixing upon her with terrifying, mechanical indifference. "You will execute the quarantine. You will not look at the Canal District. You will not listen to it. It no longer exists within our operational parameters."
Lyss slowly lowered her hand.
The crushing, suffocating reality of the cold war settled over her. The Arbiter’s strategy was flawless. He had found Zephyr’s limit.
"By your will... Sovereign," Lyss whispered.
She turned and walked toward the heavy adamantine doors. Her steps were perfectly silent, her kinetic-dampening flawless, but her mind was screaming.
She had entered the Forge terrified of the Korthane spy in her Ministry. She was leaving the Forge terrified of her own god.
She had seen the 0.7-second gap. She had seen the machine stall.
The Iron Sovereign was not omnipotent. The god-machine was redlining. And if the Arbiter pushed just a little harder, if the math became just a fraction more complex, the machine was going to break.
The heavy doors of the Eternal Forge ground shut behind her, sealing Zephyr alone with the math.
Zephyr immediately engaged the non-observation protocol. He manually deleted the Canal District from his aetheric sensory grid. The glowing blue sector on the tactical map abruptly went black.
He could no longer hear the weeping of the citizens he had just abandoned. He could no longer feel the Tremor Cult carving their blasphemous runes into his concrete. He had blinded himself to the infection.
It was a terrible, brutal structural compromise.
But the 3% processing power he saved by blinding himself to the district was immediately re-allocated downward.
Deep beneath the crust, the Morreth Entity surged against the iron barrier, sensing the momentary hesitation. Zephyr slammed the aetheric geometry back into place, holding the line with cold, unyielding perfection.
The machine had stalled, but it had not broken. Not yet.
