In the days that followed, Ethan worked hard.

The first thing he did was expand Goldenveil’s road network. Before, it had been only fifteen kilometers long. Now, it stretched for hundreds.

Fallenwinter sat just over seventy kilometers from Goldenveil, while Greenleaf was about fifty. Besides the direct connections to the capital, the cities were linked to one another and to other locations rich in specific resources Ethan wanted to explore.

In total, he built about three hundred kilometers of roads, all of extremely high quality. Arrays embedded in the pavement drew mana directly from Goldenveil, protecting the stone from weather and dirt.

Every one of them also carried magical train lines—a system Ethan was still setting up but would soon put into operation.

His goal was simple: to ensure that every part of Goldenveil’s central region was no more than a few minutes’ travel from any other point.

With the roads complete, Ethan arranged for the Goldenveil city government to send teams to both Greenleaf and Fallenwinter, ensuring the capital’s laws were enforced there.

Naturally, he didn’t stop there. He used his ten upgrade slots, five in each city, well only four in Greenleaf for now.

He upgraded the houses, expanded the city limits to accommodate tens of thousands of people, and built streets modeled after those of Goldenveil, complete with sewer systems and arrays connected to a larger network—all linked to the capital.

By the end of two weeks, those two cities looked like completely different places.

They were already receiving tens of thousands of new inhabitants from the other conquered cities, along with the prisoners rescued from the orcs.

And at this very moment, at the end of the seventh moon of the year four hundred and eighty-six of the Modern Era, Ethan was in Greenleaf, at Faelith’s mansion.

Ethan would be lying if he said he wasn’t happy.

First of all, the displaced citizens, whose loyalty had previously been low, became very loyal as soon as they received their new homes and the first shipment of magical food from Goldenveil.

The elites were also satisfied, especially once they realized how much the magical density of those cities had risen, reaching thirty percent of Goldenveil’s.

It seemed like a small amount. But the density of Goldenveil—a sacred city—was so high that even that fraction was massive, multiplying several times over what those cities had previously enjoyed.

Now that everything was under control, Ethan had just a few more matters to resolve.

First, he wanted to build churches protected by the Order of the Silver Wings in the three cities, using them to bring back the order’s knights and priestesses.

Second, he wanted to begin forming three more legions.

One would be stationed in Windmere, and the choice of commander would be up to Doran.

The second would be stationed in Fallenwinter, with Cain as its commander.

The third would be stationed in Greenleaf, with Vaelith in command.

In total, there would be seven legions after that, already counting on the third legion being formed in Goldenveil, thirty-five thousand soldiers in all.

Power in Goldenveil was highly centralized.

Cain was the adopted son of Doran, the current supreme commander of the army. Vaelith was the biological son of Thalion, second-in-command of the Goldenveil forces.

And that wasn’t all. Cain and Thalion’s eldest daughter were dating and would likely marry soon.

If those four weren’t men of one hundred percent loyalty, Ethan would have been very worried. But as things stood, he was at ease.
