Chapter 956: Chapter 304: Overlord Foundations, Main City Layout! (Part 2)
The construction site was bustling with activity, the roaring sounds of machinery echoing back and forth, weaving into a symphony of fervent construction.
In the distance, over a dozen yellow excavators were waving their iron arms, leveling the foundation scoop by scoop.
By the roadside, a series of temporary blue work sheds were joined together, with steel bars, cement, and scaffolding neatly stacked at the entrance, evidently well-prepared for long-term construction.
The abandoned old buildings left from the past era have now been completely demolished, even the theater that the checkpoint painstakingly renovated failed to be preserved, leaving only a pile of broken ruins.
Driving a bit further ahead, Cheng Ye was taken aback to find that the large training ground had also been torn to pieces, with the training equipment that was once displayed within now standing solitary inside the barricades by the roadside, casting a nostalgic sense of change.
Initially thinking that only the satellite city at the perimeter was developing at an astonishing pace, little did he expect that the changes in the buffer zone would be just as significant.
According to this plan, if the area expanded from the South Suburb were to be designated as an industrial zone, then the vast open land cleared from the North Suburb would likely be constructed into a new residential area.
By then, the residents who originally lived in the city center might gradually move over, eventually liberating the core area of the buffer zone, bit by bit, to be demolished and rebuilt into the true center of Shelter City.
"All the buildings in the North Suburb are actually going to be demolished, this is such an extravagant move!"
Cheng Ye was momentarily speechless, unsure of what to say.
The so-called hegemonic-level Shelter City probably doesn’t merely refer to Shelter City possessing overwhelming power within the province.
It’s about its profound heritage, capable of achieving a self-sustaining cycle of resources, production, and livelihood without relying on any external forces.
Now, Happiness City is investing heedlessly in the construction of the buffer zone, with changes so significant, it’s akin to rebuilding an entirely new Shelter City.
Even more astonishing is that while simultaneously constructing twenty-four satellite cities, Happiness City is still able to steadily support and continually provide plenty of building materials and living supplies.
"I wonder what Rainbow Light Shelter City is like; the technological development and resource reserves there are supposedly much more terrifying than in Happiness City..."
Cheng Ye quietly observed, only snapping out of his contemplation when the bus steadily stopped at the station.
"Are you still planning to hide away this winter?" he asked casually.
"Not going," Master Tian quickly shook his head, his tone carrying a sense of relief, "My hideout has probably been discovered long ago. Fortunately, there was nothing important inside, just some trivial items, so it’s no big loss."
"That’s good," Cheng Ye nodded, casually glancing at the panel before stepping off the bus from the back door.
He could sense a trace of complexity hidden in Master Tian’s eyes, but he didn’t press further.
Firstly, the business related to the caravan would have to wait until the fish can factory officially starts production and has products to fully launch.
Secondly, although Master Tian’s willingness to cooperate had increased, it still hadn’t crossed 50%, currently sitting at only 42%.
This indicated that he hadn’t fully made up his mind, so it would be better to wait and address it after returning from the fieldwork in Guang Province.
People are always capable of change.
Happiness City had already expended such a tremendous amount of resources on construction, that altering the entrenched mindset of its residents was merely a side effect.
After entering the city, Cheng Ye did not rush back to the community; instead, he identified the direction and, carrying a file bag, headed straight to the Civil Affairs Bureau.
The land for the fish can processing factory had been secured through remote communication, and it was located in the South Suburb.
Compared to setting up a factory in the modern society, which requires calculating environmental impact and visiting various departments to apply for business licenses and certifications, the procedures in the Wasteland were considerably simpler.
The application materials had already been prearranged by Jiang Chuan; now, he just needed to submit the documents, pay a deposit, and sign the relevant terms.
Though Happiness City had not yet launched an industrial construction support policy, and applying early did not offer any discounts, it was certain that once the support policy took effect, the land prices would inevitably rise.
Carefully calculated, if intending to hold it long-term, it might be better to secure it now and choose a prime location.
As he moved forward, he realized this was not his first visit to the Civil Affairs Bureau.
However, the last time he went to the notary office to sign a caravan partnership agreement with Matthew Lee, he didn’t enter the backyard.
Upon entering the courtyard of the Civil Affairs Bureau, he saw three four-story old-time buildings arranged in a configuration like the Chinese character "品," each with a prominent signboard indicating it managed different affairs.
Cheng Ye identified them and proceeded toward the third building responsible for ’land lease.’
Ascending the stairs to the third floor, he found that a third of the area was dedicated to handling land lease procedures. To Cheng Ye’s surprise, both service windows were occupied, and there were three people waiting in the queue area.
Well, it seemed everyone smelled the next wave of development opportunities in Happiness City?
However, after inching closer and scrutinizing, he discovered that the two people engaged in the procedures were not leasing land but handling shop takeover formalities, intending to lease those that went out of business due to the Stand-In Starfish incident.
"Hey buddy, you need to queue up for procedures; we’ve been waiting for quite a while."
Seeing Cheng Ye craning his neck to look ahead, a young man in line couldn’t help but shout.
